Anyone non-Maltese intending to reside legally in Malta for more than 3 months is required to apply for a residence permit. You can only apply for such residence permits in Malta to the Department for Citizenship and Expatriates Affairs. There are various forms which apply depending on which country you are from. The application with the supporting documents, which can be found on the form, must be submitted in person and once approved your residence permit also has to be collected in person.

Fees Charged
Nationals of the European Union (EU), European Economic Area or Switzerland and members of their families do not have to pay fees. But if you lose your permit or it is lost, destroyed, defaced or stolen, then you will have to pay one of these fees:
- Stolen, lost or destroyed permit, 20 euros
- Defaced permit, 15 euros
Applicants in these categories are subject to the following fees:
- Non-EU citizens, 25 euros
- Long-term residents, 125 euros
Non-EU citizens are covered by the Residence Permit for up to one year. Long-term residents in Malta are covered for five years.
Applicants in these categories are exempt from fees:
- Persons having Exempt Person status under Article 4 of the Immigration Act of Malta who are married to Maltese nationals
- Persons having International Protection under Article 4 of the Refugees Act of Malta and have just been released from detention
